Well before the Constitution was ratified, it was understood that the seven "landed" states with Western territorial claims would eventually relinquish them, but by 1790 that process was not concluded.
• Maine was a part of Massachusetts until 1820.
• Vermont was claimed by both New York and New Hampshire until 1791.
• A chunk of Ohio along Lake Erie was claimed by Connecticut as its "Western Reserve" until 1800.
• Kentucky (to 1792) and • West Virginia (to 1863) were parts of Virginia.
• Tennessee was ceded by North Carolina during the 1790 Census year.
Most of • Alabama and • Mississippi were parts of Georgia until 1802.

Discussion:

  Constantine Mills fits into the "born before 1774" group because he was born in 1761.  He is marked with a red circle on the Census image below.

Son Martin Mills must be the "free white male" born between 1775 and 1790.  We calculate 1785 as Martin's birth year.

Philecta (Way) Mills Constantine's wife, was born 17 Apr 1765 and died 3 Apr 1850.  She must be one of the two "free white females" counted here.

The other "free white female" in the home is not identified, but is likely their young daughter Charry Mills, born c. 1788.

Joseph Mills

This is likely Constantine's father, Joseph Mills II, who was born in 1726 and was 64 in 1790.  He died in 1795, age 69.

If so, the eldest of the three females counted would be Constantine's mother, Susanna (Case) Mills.
NOTE that this Joseph Mills household is listed next to a Rachel Case — perhaps Susanna's mother?  A Joseph Case is listed between the Timothy and Samuel Mills households — perhaps Susanna's brother?

The second of the two males aged 16 years or more is likely one of Constantine's three brothers, Joseph III, Benoni, or Roger, with a wife.
